In Cologne’s west, roughly half a square kilometre of greenfield was transformed into construction land. The development plans define the settlement as a whole as a 'purely residential area', 'openly constructed' with 'two full storeys as maximum limit'. It would be hard to find more design freedom. Considered as a whole, a cheerful celebration of individualism was the result. It appears that local politics has just woken up to the fact that such use of the urban space cannot be socially viable in the long term.
